The Government of Singapore is delighted to invite Applicants for MOE Tuition Grants, giving an overview of MOE Tuition Grant eligibility.

This Fund helps you manage the cost of full-time tertiary education in Singapore. MOE Tuition Grants are available to Singapore citizens and international students to pursue full-time undergraduate courses for the academic year 2023.

Those who do not wish to benefit from a tuition subsidy and their bond obligation pay unsubsidized fees throughout their studies.

Citizens of Singapore who receive scholarships from the Public Service Commission (PSC) must provide a service voucher in accordance with these scholarships.

The aim of this grant to help students manage the cost of postgraduate education in Singapore. Singapore Institute of Technology (SIT) is Singapore’s university of applied learning. What is MOE Tuition Grant for International Students

The MOE Tuition Grants for International Students is a grant awarded by the government of Singapore to help students manage the costs of full-time higher education in Singapore. Singapore citizens, permanent residents, and eligible international students enrolled in full-time undergraduate courses at autonomous universities can receive it.

Singaporeans will receive the grant automatically at the beginning of their studies, while permanent residents and international students must submit their application. Students who request and accept offers of tuition subsidy will only have to pay a subsidized rate. The subsidy amount is differentiated by nationality, and Singapore’s citizens receive the largest tuition subsidy.

Singaporeans are not required to fulfill an obligation after graduation if they accept a tuition allowance. Permanent residents and international students who receive a scholarship must work for an entity in Singapore during the three years after graduation.

All students, regardless of nationality, admitted to medical schools or dentistry (in the case of Singaporeans, only those who do not receive PSC scholarships) must sign a five-year service contract with the Ministry of Health of Singapore or six years for citizens of Singapore or permanent/international residents in Singapore who follow the medical course respectively and four or five years for citizens of Singapore or permanent residents in Singapore/international students who take the medical course respectively dental.

Level/Field of Study

Grants are available to pursue the undergraduate program. Grants are available to study subjects offered by the institutions.

MOE Tuition Grants for International Students can be taken in Singapore

Eligible Nationality

Singapore Citizens, Singapore Permanent Residents, and International students from the AY2015 cohort onwards can apply for this grant.

Full-time undergraduate students who gain admission to NTU on a subsidized fee basis are eligible for Tuition Grant and GST subsidy from MOE up to the normal duration taken to complete a degree program. This is usually three or four years, depending on the program.

Students who transfer or are re-admitted within NTU or across local universities will be eligible for Tuition Grant up to the normal program duration, less the number of semesters of Tuition Grant received for the previous program (s).

For example, suppose a student had spent 2 semesters in a local university and transfers to NTU to pursue a 4-year (i.e., 8-semester) undergraduate program. In that case, the student will be eligible for the MOE Tuition Grant for only 6 (i.e., 8 minus 2) semesters at NTU.

Scholarship Worth

The amount of Tuition Grant (inclusive of any GST) depends on the course and the student’s nationality.

MOE Tuition Grant Eligibility

The following criteria must be met for applicants to be eligible for the scholarship.

  • Applicants are eligible for Tuition Grant Scheme if you have not already taken any Tuition Grant or Singapore Government sponsorship to attain another equal or higher level qualification (including those you have received for the previous uncompleted course, if any).
  • It applies to international students (IS) enrolled in full-time and part-time postgraduate studies in NUS and NTU.
  • International students must be. In return for taking up the Service Obligation Scheme, you must work for a Singapore entity for 3 years
  • upon graduation.
  • Applicants are eligible for the Service Obligation Scheme if you have not already attained a postgraduate degree qualification through MOE subsidies or sponsorship by the Government.
  • There is no bond obligation for Singapore citizens who receive the Tuition Grant.
  • SC, SPR and IS students who have received Tuition Grant for studies in degree programs at NUS, NTU, SIT, SMU, SUTD, SUSS, LASALLE or NAFA, will be eligible for Tuition Grant up to total credits required for graduation at SIT less the percentage of semesters or trimesters of Tuition Grant received at your previous university.

College Admission Requirement

Entrance Requirement: Applicants must have their previous year’s degree.

English Language Requirement: Applicants must meet the necessary language proficiency requirements of the host institution.

How to Apply

Applicants can apply online.

  • Eligible PSC students will be awarded the Tuition Grant by declaring your eligibility. The steps are as follows:
  • Download and complete the “Declaration For Tuition Grant Eligibility” Form from the IN4SIT.
  • Scan and upload all pages of the completed form in a PDF file to IN4SIT by 30 June 2020.
  • PSC Students do not need to apply for the MOE TG Online System.

SPR and IS students

SPR and IS students who intend to receive Tuition Grant are required to apply for the Tuition Grant Scheme, which is subject to MOE’s approval.

  • Submit an application on the MOE TG online website during the application period, from 17 July to 21 July, 2023 for AY2023/24. You may refer to the Application Guide for more details.
  • Sign the Tuition Grant Agreement at the Signing Ceremony on 11 August 2021 if your application is successful. Successful applicants will need to bring two sureties for those signing ceremonies. The sureties must be above 21 and below 65 years of age and must not be undischarged bankrupts. Details will be sent to your SIT, and personal email accounts nearer to the date.
